Our History
FCNMHP was founded in 2002 when Rick DuCharme, founder and executive director, developed the SpayJax program in response to a request by the City of Jacksonville for a city funded spay/neuter program to reduce the rising euthanasia rate. In 2006, our Trap-Neuter-Return program was developed to offer low-cost spay and neuter surgeries for feral and stray cats. In 2008 we launched our Feral Freedom Program, a true community partnership with the Jacksonville Humane Society, Animal Care and Protective Services and Best Friends Animal Society, saving all feral cats in Duval County that are turned into the City Shelter. This innovative program has saved over 15,000 feral cats.
